Maritime safety and security training in Malta PDF Print E-mail

The course “Operational maritime law” was organized by the Armed Forces of Malta (AFM) and held from 10 to 21 May, 2010. The course was held in the Maritime Safety and Security Training Centre (MSSTC), specially created to satisfy the AMF needs. Participant from the Maritime Safety Department in the course was Nexhat Kapidani.

 

Trainings in the MSSTC are held from 2005 and these also include trainings for foreign participants. Costs of training have been covered by the United States European Command (EUCOM).

The course covered the following topics:

  • Sources of international maritime law (UNCLOS),
  • Jurisdiction principles (national, territorial...),
  • Flag states: rights and obligations,
  • Areas of jurisdiction,
  • Sovereign right (immunity),
  • National legislation,
  • Universal jurisdiction,
  • Application of force and rules for its application,
  • Law of war,
  • Important cases – precedents in the international law,
  • Training for the evaluation of candidates.

The two-week stay in Malta included a visit to the International Maritime Law Institute (IMLI). The IMLI lecturer, Norman Martinez, Ph.D., held a one-day course on exclusive economic zone, continental shelf, regime of passage through international straits and on archipelago countries and seas and their rights and obligations.

The students had the opportunity to visit the Rescue Coordination Centre as well as the AFM Maritime Squadron. Beside the representative from Montenegro, the training was attended by the representatives from Georgia, Romania, Senegal, Nigeria as well as several representatives from the AFM. 

Upon the completion of the course, the participants received certificates from the Chief Commander of the AFM.
